The Housing Unrecovery Is Here: Lumber Enters Bear Market | Zero ...

Despite the incessant belief that this must be too-much-new-supply-driven (as opposed to a lack of demand for new home construction), Lumber futures (after hitting limit down once again today) have now officially entered bear-market territory. Front-month lumber prices are down 23% from their highs in mid-March and given the 2-month lead that correlates so well to the market, it seems things are a little ahead of themselves in 'housing recovery' land.

It seems lumber futures are the best proxy for trading the real economy...

We wonder when the broad equity market will wake up to that?

H. pylori, smoking trends, and gastric cancer in US men

May 21, 2013 ? The contribution of H. pylori and smoking trends to the decline in gastric cancer in US men.

Trends in Helicobacter pylori (H. pylori) and smoking explain a significant proportion of the decline of intestinal-type noncardia gastric adenocarcinoma (NCGA) incidence in US men between 1978 and 2008, and are estimated to continue to contribute to further declines between 2008 and 2040.

These are the conclusions of a study by Jennifer M. Yeh of the Center for Health Decision Science at the Harvard School of Public Health in Boston and colleagues, published in this week's PLOS Medicine, that suggest H. pylori and smoking trends together accounted for almost half of the observed decline in intestinal-type NCGA between 1978 and 2008. Understanding the combined effects of underlying risk factor trends on health outcomes for intestinal-type NCGA at the population level can help to predict future cancer trends and burden in the US.

The researchers developed a population-based microsimulation model using risk factor data from two national databases, the National Health and Nutrition Examination Survey (NHANES) and National Health Interview Survey (NHIS), and cancer data from the Surveillance, Epidemiology and End Results (SEER) Program. They estimated that the incidence of intestinal-type NCGA in men fell by 60% between 1978 and 2008. Further analysis suggested that H. pylori and smoking trends are responsible for 47% of the observed decline, and that H. pylori trends alone were responsible for 43% of the decrease in cancer but smoking trends were responsible for only a 3% drop. Finally, the researchers projected the incidence of intestinal-type NCGA to decline an additional 47% between 2008 and 2040, with H. pylori and smoking trends accounting for more than 81% of the observed fall. Key limitations to this study include the assumptions made in the model and that the study only examined one type of gastric cancer (GC) and focused only on men.

The authors say: "In conclusion, trends in modifiable risk factors explain a significant proportion of the decline of intestinal-type NCGA incidence in the US, and will contribute to future decline."

They add: "Although past tobacco control efforts have hastened the decline, the full benefits will take several decades to be realized, and further discouragement of smoking and reduction of H. pylori infection should be priorities for GC control efforts."

Blast injures 5 troops, 3 civilians

ZAMBOANGA CITY ? Eight people, including five soldiers, were injured after suspected New People?s Army (NPA) rebels set off two improvised bombs along the Tagum-Mawab highway linking the provinces of Davao del Norte and Compostela Valley, military officials said Wednesday.

The wounded soldiers were identified as Private First Class (PFC) Lovie Joy Semillano, PFC Joseph Mendio, PFC Erwin Cordero, PFC Bai Johana Durado, and PFC Ryan Torena ? all members of the Army?s 66th Infantry Battalion (66th IB).

One of the three wounded civilians was identified as Gina Gubantes, a military dependent.

Army?s 66th IB commander Lieutenant Colonel Michael Logico said the troops, who were led by First Lieutenant Grace Joy Arado, were on the way to the market aboard a military truck that tripped an improvised bomb fashioned out as a landmine around 6 a.m. Tuesday along the Tagum-Mawab National Highway in the village of Magdum, Tagum City.

The explosion injured the five soldiers and Gubantes who were aboard the truck, Logico said.

Semillano and Mendio were admitted at the Tagum Doctors? Hospital for treatment, while the three others and Gubantes were discharged after medical treatment, Logico said.

He said another military stumbled on another improvised bomb, also fashioned out as a landmine, half-an-hour later in the village of Tagmanok, Mawab town, Compostela Valley province.

No one was either killed or wounded among the soldiers who were aboard the military, he said.

The troops were on the way to reinforce the troops led by Arado as well as conduct road clearing operation along the Tagum-Mawab National Highway, he said.

Logico said that two civilians, who were aboard a motorcycle following behind the military truck, were injured.

?One taxi and a motorcycle were on the rear of the military truck when the landmine exploded. The windshield and bumper of the taxi were damaged while the two riders of the motorcycle incurred slight wounds,? Logico said.

Logico has blamed the NPA rebels as the once behind the two bomb attacks on his personnel.

Colonel Angelito De Leon, commander of the Army?s 1001st Infantry Brigade, had condemned the acts of the NPA.

Ant abilities could aid robot design

Prof Dan Goldman explains how fire ants manage to tunnel quickly through fine, loose sand

A study showing how ants tunnel their way through confined spaces could aid the design of search-and-rescue robots, according to US scientists.

A team from the Georgia Institute of Technology found fire ants can use their antennae as "extra limbs" to catch themselves when they fall, and can build stable tunnels in loose sand.

Researchers used high speed cameras to record in detail this behaviour.

The findings are published in the journal PNAS.

Dr Nick Gravish, who led the research, designed "scientific grade ant farms" - allowing the ants to dig through sand trapped between two plates of glass, so every tunnel and every movement could be viewed and filmed.

"These ants would move at very high speeds," he explained, "and if you slowed down the motion, (you could see) it wasn't graceful movement - they have many slips and falls."

Crucially, the insects were able to gather themselves almost imperceptibly quickly after each fall.

To see how they managed this, the team set up a second experiment where, to move from their nest to their food source, the ants had to pass through a labyrinth of smooth glass tunnels.

"We could watch these glass tunnels and really see what all the body parts were doing when the ants were climbing and slipping and falling," said Dr Gravish.

The researchers were surprised to see that the ants would not just use their legs to catch themselves, but also engaged their antennae, essentially using these sensory "sniffing" appendages as extra limbs to support their weight.

Tune the environment

Finally, the researchers wanted to look inside the hidden labyrinths that the ants constructed underground, so they put ants into containers full of sand or soil and allowed them to dig.

They then built a "homemade X-Ray CT scanner", just like a medical scanner, to take 3D snapshots of the tunnels that the ants dug in different types of soil.

"We found that ant groups all dug tunnels of the same diameter, [no matter what the] soil conditions were," said Dr Gravish.

"This suggested to us that fire ants are actively controlling their excavation to create tunnels of a fixed size."

Keeping their tunnels at approximately one body length in diameter seemed to ensure that the ants could catch themselves when they slipped and allowed the creatures to continue to dig.

Prof Dan Goldman, who was also involved in the study, explained that these remarkably successful insects were able to manipulate their environment - using it to control their movement.

His overall aim, he explained, was to distil "the principles by which ants and other animals manipulate complex environments" and bring them to bear in the design of search-and-rescue robotics.

"The state of the art search-and-rescue robotics is actually quite limited," he told the BBC.

"Lots of the materials in disaster sites - landslides, rubble piles - are loose materials, which you're going to potentially have to create structures out of.

"You might want, for example, to create a temporary structure for people buried down beneath."

Fire ants, he explained, could build stable tunnels in sand or soil with almost no moisture to bind it together, so learning from them might enable designers to build and programme robots that solve these same engineering problems.

Practice makes perfect? Not so much, new research finds

May 20, 2013 ? Turns out, that old "practice makes perfect" adage may be overblown. New research led by Michigan State University's Zach Hambrick finds that a copious amount of practice is not enough to explain why people differ in level of skill in two widely studied activities, chess and music.

In other words, it takes more than hard work to become an expert. Hambrick, writing in the research journal Intelligence, said natural talent and other factors likely play a role in mastering a complicated activity.

"Practice is indeed important to reach an elite level of performance, but this paper makes an overwhelming case that it isn't enough," said Hambrick, associate professor of psychology.

The debate over why and how people become experts has existed for more than a century. Many theorists argue that thousands of hours of focused, deliberate practice is sufficient to achieve elite status.

Hambrick disagrees.

"The evidence is quite clear," he writes, "that some people do reach an elite level of performance without copious practice, while other people fail to do so despite copious practice."

Hambrick and colleagues analyzed 14 studies of chess players and musicians, looking specifically at how practice was related to differences in performance. Practice, they found, accounted for only about one-third of the differences in skill in both music and chess.

So what made up the rest of the difference?

Based on existing research, Hambrick said it could be explained by factors such as intelligence or innate ability, and the age at which people start the particular activity. A previous study of Hambrick's suggested that working memory capacity -- which is closely related to general intelligence -- may sometimes be the deciding factor between being good and great.

While the conclusion that practice may not make perfect runs counter to the popular view that just about anyone can achieve greatness if they work hard enough, Hambrick said there is a "silver lining" to the research.

"If people are given an accurate assessment of their abilities and the likelihood of achieving certain goals given those abilities," he said, "they may gravitate toward domains in which they have a realistic chance of becoming an expert through deliberate practice."

Hambrick's co-authors are Erik Altmann from MSU; Frederick Oswald from Rice University; Elizabeth Meinz from Southern Illinois University; Fernand Gobet from Brunel University in the United Kingdom; and Guillermo Campitelli from Edith Cowan University in Australia.

Alaska volcano shoots ash 15,000 feet into the air

ANCHORAGE, Alaska (AP) ? One of Alaska's most restless volcanoes shot an ash cloud 15,000 feet into the air Friday in an ongoing eruption that is visible for miles when the weather allows.

An air traffic controller in the region said small planes have flown around the plumes from Pavlof Volcano. Ash would have to rise tens of thousands of feet to threaten larger planes.

The eruption began Monday, and a photograph shows lava spraying out from the summit of the volcano, located 625 miles southwest of Anchorage. The Alaska Volcano Observatory said clouds of ash, steam and gas have occasionally reached the 20,000-foot level and have been visible from the nearby communities of Cold Bay and Sand Point.

Onsite seismic instruments have detected an increase in the force of tremors from the 8,262-foot volcano.

"It's definitely kicking right along," John Power, the U.S. Geological Survey scientist in charge at the observatory, said Friday.

A mining camp 50 miles northeast of the volcano reported a light ash fall Tuesday evening, according to the observatory.

Residents of Cold Bay, about 40 miles from Pavlof, are concerned the ash could damage their power generators, air traffic controller John Maxwell said Friday. But so far, the wind has blown the ash away from the area, he said.

"Everybody is thinking about it," Maxwell said. "Not that anybody is afraid they're going to be like Mount Vesuvius and turned into little mummies."

Mike Tickle, manager of the local fuel terminal, said his wife woke him up Wednesday night to tell him she saw a splatter of lava spurting from Pavlof. He hustled to get his camera, but by the time he went to have a look, all that remained was a red glow.

"It's been overcast since then," he said.

Typically, Pavlof eruptions are gas-rich fountains of lava that can shoot up to a few thousand feet. But its ash clouds are usually less dense than the plumes of more explosive volcanoes that pose a greater hazard to aircraft, scientists say.

Pavlof is among the most active volcanoes in the Aleutian arc, with nearly 40 known eruptions, according to the observatory.

The volcano last erupted in 2007. During the 29-day eruption, Pavlof emitted mud flows and erupting lava, as well as ash clouds up to 18,000 feet high, according to Power.

In early May, Cleveland Volcano, on an uninhabited island in the Aleutian Islands, experienced a low-level eruption. Satellite imagery shows the volcano has continued to discharge steam, gas and heat in the past week. New analysis of earlier images showed a small lava flow going over the southeast rim of the summit crater, the observatory said.

There has been no new imagery in recent days because of overcast skies in the area, Power said.

No ash clouds have been detected in more than a week from Cleveland, which is not monitored with seismic instruments.

The volcano is a 5,675-foot peak on a remote island 940 miles southwest of Anchorage. Cleveland's most recent significant eruption began in February 2001 and sent ash clouds up to 39,000 feet above sea level. It also produced a rocky lava flow and hot debris that reached the sea.

First off the block at today's Nintendo Direct was Mario & Sonic at the Olympic Winter Games 2014 for Wii U. The next crossover athletics title from Sega and Nintendo will include several new events which make use of both Wii MotionPlus remotes and the GamePad.

The Mario and Sonic gangs will take to the slopes and rinks of Sochi, Russia for classic events like skiing and snowboarding, as well as new ones like figure skating pairs and curling. Curling is better suited to a sideways-held GamePad than most scientists predicted.

No offense, Sochi Parks & Recreation Department, but the real world gets boring fast. Thankfully, "Dream Events" take the contestants back to their worlds of choice to compete against the more out-there environs of Green Hill Zone and the Mushroom Kingdom.

A new racing event will combine several sports into one long, unbroken chain of game mascot athleticism, with skaters facing down bobsledders and skiers. Nintendo said to "stay tuned" for launch timing and more details--Mario & Sonic at the Olympic Winter Games launched in October 2010, so we wouldn't be surprised by a similar window.

A jury on Thursday found Ricardo Woods guilty of murder and felonious assault for the death of David Chandler, who was shot Oct. 28, 2010, while sitting in a car in Cincinnati.

Woods, 35, had no obvious reaction as the verdict was read on the third day of jury deliberations but later said "I'm innocent" as he was led to jail. Sentencing is scheduled for June 20, and he could face up to life in prison.

Chandler's half-brother, Richard Tucker, said in a telephone interview that Chandler's family was "happy that justice has been served" and that the verdict helps ease their pain and grief.

"It's been a long time coming," said Tucker, 50, of suburban Cincinnati.

Police interviewed the 35-year-old Chandler after he was shot in the head and neck. He was only able to communicate with his eyes and died about two weeks later.

During the trial, jurors viewed the videotaped police interview that prosecutors say showed Chandler?blinkedthree times for "yes" to identify a photo of Woods as his shooter. The defense had tried to block the video, saying Chandler's?blinks?were inconsistent and unreliable.

Defense attorney Kory Jackson said Thursday he expects the video will play a part in Woods' appeal.

"We have said since the beginning that the video should not have been allowed into evidence," Jackson said.

He had argued that Chandler's condition and drugs used to treat him could have affected his ability to understand and respond during the police interview.

Judge Beth Myers, who ruled that jurors could see the video, had noted that Chandler's identification was made by pronounced, exaggerated movement of the eyes. A doctor who treated Chandler later testified that Chandler was able to communicate clearly about his condition.

In the video, police had to repeat some questions when Chandler failed to respond or when the number of times he?blinked?appeared unclear. But Chandler?blinked?his eyes hard three times when police asked him if the photo of Woods was the photo of his shooter. He again?blinked?three times when they asked him if he was sure.

The defense also had argued that showing Chandler only one photo ? that of Woods ? instead of presenting a lineup of photos was "suggestive." Jackson said the case against Woods was about misidentification and "a misguided investigation."

Jocelyn Chess, an assistant county prosecutor, said jurors made the right decision.

"They looked at all the evidence, and the evidence showed that Ricardo Woods was guilty," she said.

A jailhouse informant testified that Woods told him he shot at Chandler because he caught him buying drugs from someone else while still owing Woods money for drugs.

The defense argued that the informant, who faced armed robbery charges, was trying to use testimony against Woods to get a lighter sentence for himself. The defense also said Chandler had stolen drugs from dealers, was considered a police "snitch" and had many enemies.

The defense insisted that Woods was a victim of misidentification and misinformation.

Legal experts say such cases ? where prosecutors attempt to show a defendant was identified by a gesture ? are not unheard of but are unusual.?Dying?identifications relying on gestures rather than words are often not used in trials because of concern over reliability or differing interpretations. But some have been used in murder cases around the country that have ended in convictions.

OCI NV says earnings hit by gas supply constraints

CAIRO, May 17 (Reuters) - Egyptian construction and

fertiliser group OCI said its core earnings were flat

in the first quarter, citing lower construction margins and

reduced output at its Egyptian plants due to interruptions in

supplies of natural gas.

The Dutch-listed parent of Orascom Construction Industries

(OCI) said output from its Egyptian plants was reduced

by the gas supply reductions, which it linked to a tax dispute

between its subsidiary OCI and the Egyptian authorities.

It gave no figure for core profit or EBITDA (earnings before

interest, taxes, depreciation and amortisation).

The group, one of Egypt's biggest companies, also said on

Friday it estimated first-quarter consolidated earnings had

increased by between 10 and 20 percent from last year, but again

gave no figures.

It said its Egyptian plants "faced natural gas supply

curtailments" during the first quarter, but that since a

settlement agreement on April 30, gas utilisation rates had

increased.

OCI, run by one of Egypt's most prominent Christian

families, the Sawiris, said last month the Egyptian tax

authority had exonerated it of wrongdoing after it agreed to pay

7.1 billion Egyptian pounds ($1 billion) to resolve a tax

dispute.

The dispute stemmed from the company's plan to delist from

the Egyptian bourse, a move which was resisted by the country's

Islamist-led government.

OCI NV, which already owns about 70 percent of the

Egypt-listed shares, had on Tuesday cut the price of its tender

offer for the delisting without giving a reason for the

reduction, though analysts said it was not a surprise after a

fall in the price of the Cairo-listed stock.

Friction in the nano-world: Physicists discover a new kind of friction

May 15, 2013 ? Whether in vehicle transmissions, hip replacements, or tiny sensors for triggering airbags: The respective components must slide against each other with minimum friction to prevent loss of energy and material wear. Investigating the friction behavior of nanosystems, scientists from the Technische Universitaet Muenchen (TUM) have discovered a previously unknown type of friction that sheds new light on some previously unexplainable phenomena.

Friction is an omnipresent but often annoying physical phenomenon: It causes wear and energy loss in machines as well as in our joints. In search of low-friction components for ever smaller components, a team of physicists led by the professors Thorsten Hugel and Alexander Holleitner now discovered a previously unknown type of friction that they call "desorption stick."

The researchers examined how and why single polymer molecules in various solvents slide over or stick to certain surfaces. Their goal was to understand the basic laws of physics at the molecular scale in order to develop targeted anti-friction surfaces and suitable lubricants.

For their studies the scientists attached the end of a polymer molecule to the nanometer-fine tip of a highly sensitive atomic force microscope (AFM). While they pulled the polymer molecule over test surfaces, the AFM measured the resulting forces, from which the researchers could directly deduce the behavior of the polymer coil.

New friction mechanism discovered

Besides the two expected friction mechanisms such as sticking and sliding the researchers detected a third one for certain combinations of polymer, solvent and surface.

"Although the polymer sticks to the surface, the polymer strand can be pulled from its coiled conformation into the surrounding solution without significant force to be exerted," experimental physicist Thorsten Hugel describes this behavior. "The cause is probably a very low internal friction within the polymer coil."

The key is the solvent

Surprisingly, desorption stick depends neither on the speed of movement nor on the support surface or adhesive strength of the polymer. Instead, the chemical nature of the surface and the quality of the solvent are decisive. For example, hydrophobic polystyrene exhibits pure sliding behavior when dissolved in chloroform. In water, however, it shows desorption stick.

"The understanding gained by our measurement of single-molecule friction opens up new ways to minimize friction," says Alexander Holleitner. "In the future, with targeted preparation of polymers, new surfaces could be developed specifically for the nano- and micrometer range."

The work was supported by the German Research Foundation (DFG) and the Cluster of Excellence Nanosystems Initiative Munich (NIM).

Liberals stage comeback to win in Canada's British Columbia: networks

VICTORIA, British Columbia (Reuters) - The incumbent Liberal Party won a handsome majority in the election in the Canadian Pacific province of British Columbia on Tuesday, news networks predicted, defying the pollsters who had expected voters to boot the party out of power.

The Liberals, in power for more than a decade, lost support after the introduction, and then cancellation, of an unpopular sales tax. But the party gained momentum late in an election campaign that focused on the economy, balanced budgets and controlled spending.

The majority government was predicted by networks Global News and CTV News.

Analysts characterized the victory as shocking and a miracle because the Liberals had trailed the left-leaning New Democrats by some 20 percentage points heading into the campaign.

Provisional returns at around 10 p.m. Pacific Time (1 a.m. EDT Wednesday) showed the Liberals had won, or were slightly ahead, in 50 of the 85 seats in the provincial legislature, while the NDP were heading for 33 seats. Forty-three seats are needed for a majority.

Premier Christy Clark was in a tight race with the NDP challenger for her seat and the winner had yet to be decided.

The Liberals held 45 seats in the previous legislature, the NDP had 36, and four were held by independents.

The key turning point in the campaign seemed to be Clark's ability to play up fears that the New Democrats would be poor stewards of Canada's fourth-largest provincial economy.

NDP leader Adrian Dix opposed both the proposed C$6 billion ($6 billion) Enbridge Inc Northern Gateway pipeline that would ship 525,000 barrels of oil sands crude per day from Alberta to the B.C. coast, and Kinder Morgan Energy Partners LP's plan to more than double the size of its Trans Mountain pipeline carrying crude oil from Edmonton, Alberta, to the coast.

Dix had promised to revoke an agreement the Liberals had signed under which British Columbia would recognize whatever federal decision is taken after a federal environmental review of the Northern Gateway pipeline, due at the end of this year.

British Columbia, which includes large parts of the Canadian Rockies as well as the rugged and often undeveloped Pacific coast, prides itself on its environmental policies. Greenpeace was founded here in 1971.

Green Party candidate Andrew Weaver won the party's first seat in a provincial legislature in Canada.

Thomas Pickering, Mike Mullen Say They'll Deliver Benghazi Testimony

WASHINGTON -- The leaders of the panel that independently reviewed last year's deadly attack on the U.S. diplomatic mission in Benghazi, Libya, said Tuesday they were prepared to testify publicly before Congress to counter what they consider unfounded criticism of their work.

In a letter to the House Oversight and Government Reform Committee, veteran diplomat Thomas Pickering said he and former Joint Chiefs Chairman Adm. Mike Mullen would answer any questions lawmakers have. Rep. Darrell Issa, R-Calif., chairman of the panel, is pressing for the two men to agree to an interview with staff investigators prior to a public hearing.

The work of the Accountability Review Board is the latest focus of a broader Republican inquest into their claims that the Obama administration misled Congress and the American people after the Sept. 11, 2012, attack that killed Ambassador Chris Stevens and three other Americans.

The blistering report released in December by Pickering, Mullen and three other reviewers found that "systematic failures and leadership and management deficiencies at senior levels" of the State Department meant security was "inadequate for Benghazi and grossly inadequate to deal with the attack that took place."

Pickering, however, noted how recently "some have called into question the integrity of the board and its work."

"We believe that such criticisms are unfounded and, if left unaddressed, undermine the essential work that the board has done," he wrote. "It is therefore important that we be afforded the opportunity to appear at a public hearing before the committee and answer directly questions regarding the board's procedures, findings and recommendations."

Republicans believe the report was flawed, and they want to know why top officials like Secretary of State Hillary Rodham Clinton weren't interviewed. The panel absolved Clinton of any wrongdoing, faulting lower level State Department officials. Four were given paid suspensions.

On Monday, Issa asked Pickering and Mullen to meet privately with committee staff investigators to answer questions about their review. Democrats countered that if lawmakers wanted to talk to them, Issa should hold a full open hearing.

Pickering said the board "conducted a thorough review and produced a report that included detailed findings and frank and often highly critical assessments." It issued 29 recommendations for improving security at diplomatic facilities worldwide, and Pickering insisted that the board "fulfilled its role in identifying the lessons that must be learned and acted upon from Benghazi."

"We stand behind the board's report and look forward to discussing it in a public hearing," he wrote.

Frederick Hill, a spokesman for the committee, said late Tuesday that the panel was following up with Pickering and the State Department to determine whether he would appear voluntarily for an interview with committee staff investigators. Hill noted that Issa and Pickering appeared on a Sunday talk show together two days ago, and said the former diplomat had told the committee chairman that he would voluntarily submit to an interview.

"The committee is giving him a full opportunity to voluntarily follow through on his commitment," Hill said.

Issa, in his letter on Monday to Pickering and Mullen, had said that following the private interview, the committee would work with the report's authors on a date for a public hearing.

Senator: Obama should 'condemn' IRS targeting

WASHINGTON (AP) -- Republicans say the Internal Revenue Service's targeting of conservative political groups was "chilling", and at least one Republican senator called on President Barack Obama to "personally condemn" the actions.

The IRS, an independent agency in the Treasury Department, has already apologized for scrutinizing the tax-exempt status of groups with conservative titles such as "Tea Party" or "Patriot" in their names. And White House spokesman Jay Carney said Friday it was wrong.

But Sen. Susan Collins, R-Maine, said Sunday she was disappointed that Obama "hasn't personally condemned this." The president, Collins said, "needs to make crystal clear that this is totally unacceptable."

Collins and other Republicans challenged the tax agency's claim that the practice was initiated by low-level workers.

"I just don't buy that this was a couple of rogue IRS employees," said Sen. Susan Collins, R-Maine. "After all, groups with 'progressive' in their names were not targeted similarly."

If it were just a small number of employees, she said, "then you would think that the high-level IRS supervisors would have rushed to make this public, fired the employees involved, apologized to the American people and informed Congress. None of that happened in a timely way."

The IRS said Friday that it was sorry for what it called the "inappropriate" targeting of the conservative groups during the 2012 election to see if they were violating their tax-exempt status. The agency blamed low-level employees, saying no high-level officials were aware.

But according to a draft of a watchdog's report obtained Saturday by The Associated Press that seemingly contradicts public statements by the IRS commissioner, senior IRS officials knew agents were targeting tea party groups as early as 2011.

The Treasury Department's inspector general for tax administration is expected to release the results of a nearly yearlong investigation in the coming week.

Lois G. Lerner, who heads the IRS division that oversees tax-exempt organizations, said last week that the practice was initiated by low-level workers in Cincinnati and was not motivated by political bias.

But on June 29, 2011, Lerner learned at a meeting that groups were being targeted, according to the watchdog's report. At the meeting, she was told that groups with "Tea Party," ''Patriot" or "9/12 Project" in their names were being flagged for additional and often burdensome scrutiny, the report says.

The 9/12 Project is a group started by conservative TV personality Glenn Beck.

Rep. Mike Rogers, R-Mich., said "the conclusion that the IRS came to is that they did have agents who were engaged in intimidation of political groups is as dangerous a problem" as the government can have.

He added, "This should send a chill up your spine. ... I don't know where it stops or who is involved."

Congressional Republicans already are conducting several investigations and asked for more.

"This mea culpa is not an honest one," said Rep. Darrell Issa, R-Calif.

After the Associated Press report, Carney said that if the inspector general "finds that there were any rules broken or that conduct of government officials did not meet the standards required of them, the president expects that swift and appropriate steps will be taken to address any misconduct."

Collins said the revelations about the nation's tax agency only contribute to "the profound distrust that the American people have in government. It is absolutely chilling that the IRS was singling out conservative groups for extra review."

The IRS' Lerner said that about 300 groups were singled out for additional review, with about one-quarter scrutinized because they had "tea party" or "patriot" somewhere in their applications.

She said 150 of the cases have been closed and no group had its tax-exempt status revoked, though some withdrew their applications.

Collins appeared on CNN's "State of the Union," Rogers was on "Fox News Sunday" and Issa spoke on NBC's "Meet the Press."

Dogs give comfort _ and controversy _ in court

LOS ANGELES (AP) ? The twins were 7, shy and scared. Talking was tough and describing what happened nearly impossible.

So the prosecutor preparing them to testify against the father they said molested them borrowed a dog named Jeeter.

"It was a last ditch effort to try to build rapport with my kids, who are terribly shy," said Kelly Dempsey, the twins' mother. "The prosecutor had no idea how to get through to them. ... He just believed down to the depths of his soul the girls had been wronged and he wanted so badly to find justice for them."

In Seattle 10 years ago, Jeeter became the first professionally trained dog to help a child testify, experts said. Dogs have been used with thousands of victims and witnesses since.

Today, there are 41 courthouse dogs working in 19 states and several more being considered, but some challenges are working their way through the courts, driven by attorneys who claim the dogs are distractions or sympathy magnets. So far, all lower courts have upheld the use of dogs.

In 2003, Jeeter was going to drug court once a week with King County deputy prosecutor Ellen O'Neill-Stephens. The rest of the week, Jeeter belonged to her son Sean, 21, who has cerebral palsy.

When her colleague asked to borrow Jeeter for the twins, the bonding was instant.

"Because of Jeeter and having him there, I don't ever think about 'Oh, it was scary walking in and seeing our dad after a while,'" said Erin, now a high school sophomore. "I don't remember the bad, I only remember Jeeter. I think we escaped so much more normal than really we should have from such a bad situation because of Jeeter."

The AP normally doesn't use names or photos of molestation victims, but the girls are allowing their first names and photos to be used because they want dogs to be available in courts. Their mother has a different last name.

Jeeter shadowed the girls. "I remember sitting in the chair. Between questions, he'd put his head in my lap and cuddle a little. One time (during a practice court session), he came into the room dressed as Zorro," Erin said.

When there were questions about anatomy, the girls used Jeeter.

"A good dog provides decreased anxiety for any victim, be it a child, adult or elderly. If it gives them the opportunity to focus and find their voice, how is that bad?" Dempsey asked.

There were no objections to Jeeter in the twins' case, and demand for a dog was so high that in 2004, the district attorney's office got a full-time service dog, Ellie.

Jeeter and Ellie were trained by Canine Companions for Independence, headquartered in Santa Rosa, north of San Francisco.

CCI has trained about 230 "facility dogs," including courthouse dogs and those working at burn centers, hospices or schools. The dogs are mostly Labrador or golden retrievers or mixes, said Jeanine Konopelski, CCI's national director of marketing.

Five years ago, O'Neill-Stephens was so sure that victims and witnesses would benefit from a good dog in court that she founded Courthouse Dogs Foundation in honor of her son. She retired in 2011 to devote full-time to it.

O'Neill-Stephens and Courthouse Dogs Foundation Executive Director Celeste Walsen are also helping set up programs in Canada, Chile and Finland, and to standardize the training for courthouse dogs.

The next challenge to the dogs is scheduled mid-May in Washington state's Supreme Court.

The case involves a man convicted of burglarizing a Seattle apartment in 2008. Because the victim had the mental skills of a child, he was allowed to use Ellie when he testified.

An appeals court upheld the use of the dog, so attorney Jan Trasen with the Washington Appellate Project took the case to the higher court.

Trasen contends there is no precedent for using a dog in court. The state says it's covered by a law that allows vulnerable witnesses to hold a Teddy bear or doll.

Trasen said you can't compare the two, because "those items are all inanimate objects. They don't move. They don't look you in the eye. They don't respond to the human voice. ... I have a dog, I love dogs. It's actually for that very reason, I know how well people respond to them."

A ruling is pending in a similar case argued before an appellate court in New York.

Jurors in the twins' case were unable to reach a verdict, so a mistrial was declared. Before a second trial could begin, the girls' father pleaded guilty to third- and fourth-degree assault.

"He didn't end up serving any time. He was held accountable in a way that other people deemed appropriate. But he was removed from the girls' lives, so really, I couldn't ask for anything better," Dempsey said.

In November, 2004, as the trial finished, the twins signed up to raise a puppy with CCI ? to thank O'Neill-Stephens and Jeeter. They got Alou and took him to puppy classes, helped socialize him and taught him commands.

"We felt empowered because we could help somebody the way Jeeter helped us," Dempsey said.

Alou was nearly 2 when he left for advanced training and placement, but nine months later the family got a call asking if they wanted Alou back. He was unable to take commands from a variety of handlers.

"It's like he'd never been gone," Jordan said. "Mom opened the door and he came bounding out and jumped in the car and loved us."

"I think he was meant to be a service dog to Erin and Jordan," Dempsey said.

He's 9 now and sleeps a lot. "But even today, he will seek out somebody feeling bad in the family and curl up at their feet," she said.

Bird flu in live poultry markets are the source of viruses causing human infections

May 13, 2013 ? On 31 March 2013, the Chinese National Health and Family Planning Commission announced human cases of novel H7N9 influenza virus infections. A group of scientists, led by Professor Chen Hualan of the Harbin Veterinary Research Institute at the Chinese Academy of Agricultural Sciences, has investigated the origins of this novel H7N9 influenza virus and published their results in Springer's open access journal Chinese Science Bulletin (SpringerOpen).

Following analysis of H7N9 influenza viruses collected from live poultry markets, it was found that these viruses circulating among birds were responsible for human infections. These results provide a basis for the government to take actions for controlling this public health threat. The novel H7N9 influenza virus was identified in China as the agent, that causes a flu-like disease in humans, resulting in some deaths.

A total of 970 samples were collected from live poultry markets and poultry farms located in Shanghai and Anhui Province. Samples analyzed included drinking water, feces, contaminated soil, and cloacal and tracheal swabs. Of these samples, 20 were positive for the presence of H7N9 influenza viruses. All of the positive samples originated from live poultry markets in Shanghai. Of these 20 positive samples, 10 were isolated from chickens, 3 from pigeons, and 7 were from environmental samples.

The complete genome of three H7N9 isolates, from a chicken, pigeon, and environmental sample, was sequenced and deposited into the GISAID database (http://platform.gisaid.org/epi3/frontend).

Genetic analysis of these isolates revealed high homology across all eight gene segments. The analysis of these novel H7N9 influenza virus isolates showed that that the six internal genes were derived from avian H9N2 viruses, but the ancestor of their hemagglutinin (HA) and neuraminidase (NA) genes is unknown.HA receptor-binding specificity is a major molecular determinant for the host range of influenza viruses. Within the HA protein of novel H7N9 viruses, there was a leucine residue at position 226, which is characteristic of the HA gene in human influenza viruses.

This finding implies that H7N9 viruses have partially acquired human receptor-binding specificity.

The authors conclude: "We suggest that strong measures, such as continued surveillance of avian and human hosts, control of animal movement, shutdown of live poultry markets, and culling of poultry in affected areas, should be taken during this initial stage of virus prevalence to prevent a possible pandemic. Additionally, it is also imperative to evaluate the pathogenicity and transmissibility of these H7N9 viruses, and to develop effective vaccines and antiviral drugs so as to reduce their adverse effects upon human health.
