U.S. spends $3.7 million on ex-presidents in 2012

WASHINGTON (AP) ? Being the leader of the free world is an expensive proposition. And the costs don't stop once you leave the White House.

The government spent nearly $3.7 million on former presidents in 2012, according to an analysis just released by the nonpartisan Congressional Research Service. That covers a pension, compensation and benefits for office staff, and other costs like travel, office space and postage.

The costliest former president? George W. Bush, who clocked in last year at just over $1.3 million.

The $3.7 million taxpayers shelled out in 2012 is about $200,000 less than in 2011, and the sum in 2010 was even higher. It's a drop in the bucket compared with the trillions the federal government spends each year.

Still, with ex-presidents able to command eye-popping sums for books, speaking engagements and the like in their post-White House years, the report raises questions about whether the U.S. should provide such generous subsidies at a time when spending cuts and the deficit are forcing lawmakers and federal agencies to seek ways to cut back.

Under the Former Presidents Act, previous inhabitants of the Oval Office are given a $200,000 annual pension ? the equivalent to a Cabinet secretary's salary ? plus $96,000 a year for a small office staff. The government also picks up the tab for other costs like travel, office space and postage.

Departing presidents also get extra help in the first years after they leave office, one reason that Bush's costs were higher than other living ex-presidents. The most recent ex-president to leave the White House, Bush was granted almost $400,000 for 8,000 square feet of office space in Dallas, plus $85,000 in telephone costs. Another $60,000 went to travel costs.

President Bill Clinton came in second at just under $1 million, followed by George H.W. Bush at nearly $850,000. Clinton spent the most government money on office space: $442,000 for his 8,300 square foot digs in New York's Harlem neighborhood.

Clinton's predecessor, President George H.W. Bush, received about $840,000 in federal funds last year. Costs for Jimmy Carter, the only other living former president, came in at about $500,000.

Widows of former presidents are entitled to a pension of $20,000, but Nancy Reagan, the wife of former President Ronald Reagan, waived her pension last year. The former first lady did accept $14,000 in postage.

The cost totals for ex-president don't include what the Secret Service spends protecting them, their spouses and children. Those costs are part of a separate budget that isn't made public.

Funding for ex-presidents under the Former Presidents Act dates back to 1958, when Congress created the program largely in response to President Harry Truman's post-White House financial woes, the Congressional Research Service said. The goal was to maintain the dignity of the presidency and help with ongoing costs associated with being a former president, such as responding to correspondence and scheduling requests.

These days, a former president's income can be substantial from speaking and writing, and ex-presidents also have robust presidential centers and foundations that accept donations and facilitate many of their post-presidential activities.

Noting that none of the living ex-presidents are poor, Rep. Jason Chaffetz, R-Utah, introduced a bill last year that would limit costs to a $200,000 pension, plus another $200,000 that ex-presidents could use at their discretion. And for every dollar that an ex-president earns in excess of $400,000, their annual allowance would be reduced by the same amount. The bill died in committee.

Michael Bloomberg, Mayors Against Illegal Guns To Launch Gun-Control Ad Blitz

NEW YORK ? A new $12 million television ad campaign from Mayors Against Illegal Guns will push senators in key states to back gun control efforts, including comprehensive background checks.

New York City Mayor Michael Bloomberg announced the ad buy Saturday ? just days after Senate Democrats touted stronger background checks while acknowledging insufficient support to restore a ban on assault-style weapons to federal gun control legislation.

"These ads bring the voices of Americans ? who overwhelmingly support comprehensive and enforceable background checks ? into the discussion to move senators to immediately take action to prevent gun violence," Bloomberg said in a statement issued by the group he co-founded in 2006.

The two ads posted on the group's website, called "Responsible" and "Family," show a gun owner holding a rifle while sitting on the back of a pickup truck.

In one ad, the man says he'll defend the Second Amendment but adds "with rights come responsibilities." The ad then urges viewers to tell Congress to support background checks.

In the other ad, the man, a hunter, says "background checks have nothing to do with taking guns away from anyone." The man then says closing loopholes will stop criminals and the mentally ill from obtaining weapons.

The Senate is scheduled to debate federal gun control legislation next month. On March 28, the group plans for more than 100 events nationwide in support of passing gun control legislation that includes background checks.

Mayors Against Illegal Guns and other gun-control advocates frequently cite a mid-1990s study that suggests about 40 percent of U.S. gun transfers were conducted by private sellers not subject to federal background checks. Based on 2011 FBI data, the group estimates 6.6 million firearms transfers are made without a background check for the receiver.

A spokesman for Bloomberg could not immediately say if the $12 million was coming from Bloomberg or the mayor's political action committee, Independence USA. The New York Times, which first reported the ad campaign Saturday night, said Bloomberg was bankrolling the ad buy.

A spokesman for the National Rifle Association blasted Bloomberg and the new ads, saying NRA members and supporters would be calling senators directly and urging them to vote against proposed gun control legislation.

"What Michael Bloomberg is trying to do is ... intimidate senators into not listening to constituents and instead pledge their allegiance to him and his money," said spokesman Andrew Arulanandam.

Bloomberg has long supported efforts to curb gun violence, including sending New York City undercover investigators into other states to conduct straw purchases from dealers. Last month, Bloomberg's PAC poured more than $2 million into ads supporting Illinois state Rep. Robin Kelly, who won a special primary and ran partly on a platform of supporting tougher gun restrictions.

The new ads will air in 13 states the group believes are divided on gun control: Arkansas, Arizona, Georgia, Indiana, Iowa, Louisiana, Maine, New Hampshire, Nevada, North Carolina, North Dakota, Ohio and Pennsylvania.

(AP) ? Former Pakistani President Pervez Musharraf ended more than four years in self-exile Sunday with a flight to his homeland, seeking a possible political comeback in defiance of judicial probes and death threats from Taliban militants.

The journey from exile in Dubai to the Pakistani port city of Karachi is intended as the first step in his goal of rebuilding his image after years on the political margins. Since the former general was forced from power, Pakistan's civilian leadership has struggled with a sinking economy, resilient Islamic extremist factions and tensions with Washington over drone strikes and the secret raid that killed Osama bin Laden.

Musharraf represents a polarizing force that could further complicate Pakistan's attempt to hold parliamentary elections in May and stage its first transition from one civilian government to another.

He is viewed as an enemy by many Islamic militants and others for his decision to side with America in the response to the Sept. 11, 2001 terrorist attacks. On Saturday, the Pakistan Taliban vowed to mobilize death squads to send Musharraf "to hell" if he returns.

His supporters, including elements of the military and members of Pakistan's influential expatriate communities, consider him a strong leader whose voice ? even just in parliament ? could help stabilize the country.

Musharraf also faces legal charges, including some originating from the probe of the 2007 assassination of former Prime Minister Benazir Bhutto, who also spent time in self-imposed exile in Dubai before returning.

The flight from Dubai came after several failed promises to return in recent years. Musharraf announced in early March that he would lead his party, the All Pakistan Muslim League, in May elections.

Musharraf met briefly with reporters in Dubai before heading to the airport wearing a white shalwar kameez ? the traditional loose-fitting outfit in Pakistan ? and sandals from the country's Peshawar region near the Afghan border.

Musharraf took power in a 1999 coup and was forced to step down in 2008 amid growing discontent over his rule. He has since lived in Dubai and London.

His decision to return was given a boost last week when a Pakistan court granted him pre-emptive bail ? essentially preventing his immediate arrest ? in three cases in which he's implicated, including Bhutto's death. He now has 10 days to appear in court. He has dismissed the various charges as baseless.

His return comes as Pakistan seeks for the first time to hand power from one elected government to another. The country, meanwhile, is struggling with rolling blackouts, rising inflation and widespread security problems.

On Saturday, the Pakistan Taliban released a video threatening to unleash suicide bombers and snipers against Musharraf if he comes back. One of the two people speaking in the video was Adnan Rashid, a former Pakistani air force officer convicted in an attack against Musharraf. The Taliban broke Rashid out of prison last year, along with nearly 400 other detainees.

"The mujahedeen of Islam have prepared a death squad to send Pervez Musharraf to hell," said Rashid, who spoke in the video in front of a group of about 20 militants holding rifles. "We warn you to surrender yourself to us. Otherwise we will hit you from where you will never reckon."

Musharraf had been expected to address supporters at a gathering Sunday in Karachi near the mausoleum of Pakistan's founding father Mohammed Ali Jinnah. But police decided to cancel his permit because of a "very serious threat," said Tahir Naveed, the deputy inspector general of Karachi police. He said Musharraf would be provided with an armored vehicle to protect him due to the threats. Banners and billboards welcoming Musharraf back to Pakistan lined the street from the airport where he is expected to land.

In the aftermath of the 9/11 attacks, Musharraf came under intense pressure from the U.S. to back the Americans in the coming war in Afghanistan and cut off ties with the Taliban, which he did. For that, militants as well as many other Pakistanis saw him as carrying out the American agenda in Pakistan.

He's also vilified by militants for ordering the 2007 raid against a mosque in downtown Islamabad that had become a sanctuary for militants opposed to Pakistan's support of the war in Afghanistan. At least 102 people were killed in the weeklong operation, most of them supporters of the mosque.

Militants tried to kill Musharraf twice in December 2003 in Rawalpindi, where the Pakistani military is headquartered. First they placed a bomb intended to go off when his convoy passed by. When that didn't work, suicide attackers tried to ram his motorcade with explosives-laden vehicles. The president was unhurt but 16 others died.

In addition to the Bhutto case, Musharraf also faces charges resulting from investigations into the killing of Akbar Bugti, a Baluch nationalist leader who died in August 2006 after a standoff with the Pakistani military. In another case, he's accused of illegally removing a number of judges including the chief justice of the supreme court.

The Ford Fusion Energi joins the C-MAX Energi and Focus Electric as the company's third vehicle with a charging connector and access to California's HOV lanes. While it's a larger car than the C-MAX Energi, it weighs about the same and features pretty much the same plug-in hybrid powertrain with 195 net horsepower and three EV driving modes. It combines a 2-liter DOHC 16V Duratec (Atkinson cycle) engine and CVT with an AC synchronous motor powered by a 7.6kWh Lithium Ion battery. This pack takes about 2.5 hours to fill up with a 240V charging station and provides a range of 21 miles (100MPGe) at up to 85MPH in all-electric mode. Both autos share the same unfortunate battery protrusion in the trunk area, and while it's less of an issue in the Fusion sedan than the wagon-like C-MAX, it detracts from the overall package. The Fusion Energi also packs the company's latest and greatest tech, including MyFord Mobile, SmartGauge with EcoGuide, Eco Cruise and SYNC with MyFord Touch. Women Launch Clothing Line for Breast Cancer Survivors

They say necessity is the mother of invention, and in Laurel Kamen's case, it certainly was.

After being diagnosed with breast cancer in September 2011, Kamen underwent a mastectomy. On the eve of her surgery, after trying and failing to find clothes that would be both comfortable and fashionable during her post-operation recovery period, Kamen noticed a gaping hole in the fashion market and decided to fill the niche herself.

Thirteen months later, Kamen is debuting the Alloro Collection, a fashion friendly line of clothing suited for post-op recovery.

"I didn't want to have to step out of the world of fashion just because I had breast cancer," Kamen said. "I wanted to stay in the world of fashion, still be able to buy a nice dress to go out to dinner, or a nice blouse to go to a Bat Mitzvah or a wedding. I just felt that women with all of these sensitivities need to be addressed, and they could still look gorgeous."

The Alloro line is part of a growing movement to accommodate breast cancer survivors. Just last month, Victoria's Secret responded to a Change.org petition asking for a line of "survivor" mastectomy bras, and Nordstrom department stores offer a service that will convert any basic bra or camisole into a mastectomy bra. Kamen and her business partner and best friend Christine Irvin considered the effects of breast cancer treatment on a woman's body, taking into account the change in neckline, color pallor and sensitivity.

"We started looking at what we could do to really help a woman get beautiful back in her life and recapturing the color that cancer had drained from her life," Irvin said.

Their debut collection is made up of 14 original pieces, all of which will be sold entirely online and through trunk shows.

For Kamen, a former American Express executive, and Irvin, a Wall Street veteran, this is quite the change of pace.

"We can both laugh. We can both say that we've been fashion followers," explained Irvin. "We've switched from reading the Wall Street Journal first to reading Vogue first."

When asked what's next for this dynamic duo, Kamen was quick to point out that this is just the beginning for Alloro. "This is all new to us and we just want to go slowly and get it right and connect with women," she said.

One thing's for sure, the clothes don't make the woman. The woman makes the clothes.

Twenty-five percent of all proceeds from the Alloro Collection will be donated to the Breast Cancer Foundation.

NBC to air interview with Jerry Sandusky on Monday

(AP) ? NBC plans to air excerpts of jailhouse interviews with former Penn State assistant coach Jerry Sandusky next week, which his lawyer said were given to a documentary filmmaker working on a defense of Joe Paterno.

The network said in the segment, to be broadcast Monday on the "Today" show, the convicted sex offender will give his account of the encounters that landed him in prison and discuss his former boss, who was accused in a university-funded investigation of covering up allegations against Sandusky in a bid to preserve the football program's reputation.

Sandusky defense lawyer Norris Gelman said Friday that John Ziegler interviewed Sandusky over the phone and perhaps in person in recent weeks. Ziegler did not respond to a call and email from the AP, but told The Patriot-News of Harrisburg he would share taped excerpts on the program.

Sandusky, 69, is serving a 30- to 60-year prison term after being convicted in June of 45 counts of child sexual abuse of 10 boys, including violent attacks inside campus athletic facilities. He maintains his innocence.

NBC said Sandusky also will also talk about Mike McQueary, a then-graduate assistant who told Paterno in 2001 he'd seen Sandusky showering with a young boy in a football locker room.

McQueary is pursuing a defamation and whistleblower lawsuit against Penn State.

Pennsylvania prison system spokeswoman Sue McNaughton said Friday that recording devices are not allowed during prison visits, but telephone calls can be taped.

"Mr. Sandusky is where he needs to be," McNaughton said. "Rather than focusing on him, we wish the media would focus more on the victims and their recovery from the deeds of this individual."

Paterno's firing by the school a few days after Sandusky was arrested in November 2011 has triggered a strong backlash among a segment of Penn State's vast alumni ranks, among others. Ziegler is listed as a principal on a website titled: "The Framing of Joe Paterno: Documenting an Outrageous Rush to Judgment."

Sandusky is pursing appeals, and Gelman said Friday he was waiting for a briefing schedule to be set by Superior Court.

Paterno died of lung cancer last January, about two months after his firing.

The Office: Death, Dying, and Loss

NBC?s critically acclaimed ?The Office? touches on death, dying, and loss in several episodes.

The antics in ?The Office? officially began across the pond in the UK with Ricky Gervais playing the role of David Brent, the benevolent dictator of Wernham Hogg, a mid-sized paper company. ?Later, Steve Carell, Ed Helms, John Krasinski, Jenna Fischer, Rainn Wilson, and several others made the U.S. version ultra-popular in the United States. ?In fact, the mockumentary-style television show and it?s view of a Scranton, PA-based paper company, Dunder Mifflin, and it?s cast of?characters?will soon be wrapping up it?s 9th and final season. ?While many are already guessing the outcome of the series finale, don?t let it surprise you if death is involved. ?As it stands, The Office has dealt with quite a few issues regarding death and dying within it?s 9 seasons.

Here are three episodes where death was a central theme (along with some real-life takeaways):

1. ?Episode 32: Grief Counseling

In this?episode? Michael Scott (played by Carell) is informed that his former boss and mentor has died. ?While most of the employees at Dunder Mifflin are unmoved, Michael Scott is clearly shaken. ?He goes on to hold an impromptu grief counseling session where staff members relate death that they?ve experienced in their life to scenes in movies. ?Later, Michael?s nemesis (and Dunder Mifflin?s HR Manager), Toby Flenderson, tries to console Michael by explaining that death is simply a part of life.

The Takeaway: ?While Michael Scott?s attempt to grieve a former boss led to some classic Office scenes, the reality is that workplace grief is real. According to the Grief Recovery Institute?s Grief Index, over $75 Billion is spent by employers each year on workplace related grief costs.

2. ?Episodes 117 + 118: ?The Delivery

These episodes were actually a part of a larger one-hour special that centered around the birth of Jim Halpert and Pam Beesly, two Office employees who went through a long, excruciating courtship ? and later, ultimately married. ?Later in the episode, however, we see a newspaper with the headline, ?The Scranton Strangler Strikes Again.? ?This was the first of several times throughout other episodes where George Howard Skub, otherwise known as ?The Scranton Strangler?, is referenced. ?In other episodes, Dwight Schrute dresses as the Strangler for Halloween ? and Toby is even called to serve as a juror in the Strangler?s high profile trial. ?The last time we met the Strangler, he nearly strangled Toby to death when he received an unexpected prison visit.

The Takeaway: ?While ?The Scranton Strangler? is a?fictitious?character, the reality is that many communities throughout the world have to deal with their own version of ?The Scranton Strangler.? ?Most people struggle to understand why tragedies so extreme as murder happen within their community, and the grief that the greater community has to deal with is very real.

3. ?Episode 193: ?The Farm

In this episode, Dwight is informed that his Aunt Shirley has died. ?Dwight?s family (and co-worker, Oscar Martinez) gather for the funeral services of Aunt Shirley. ?Later, Dwight?s family discusses Aunt Shirley?s estate and learns that she has left her farm to the family. ?After much discussion and contemplation, Dwight declares that he wishes to run his Aunt Shirley?s farm, and it appears that his brother and sister will join him.

The Takeaway: ?While it?s important to carefully create a will ? it?s also important to discuss end of life wishes with your loved ones. ?In this case, it was a complete surprise to Dwight and his siblings that the farm would be left to them. ?Determining if and how they would run the farm led to some confusion and some frustration. ?By discussing end of life wishes with loved ones, some of this confusion and frustration can be avoided.

If Stephanie Courtney, the actress who portrays Flo in the Progressive Insurance commercials, tweets anything remotely connected to the auto indemnity company, she is now required to file a disclosure with the FTC.

The FTC released a detailed 26-page report on March 12, outlining the disclosure responsibilities of marketing companies and others who promote products and services. The report is an expansion of the agency?s May 2000 rules, ?Dot Com Disclosures: Information About Online Advertising.? Those rules were meant to address marketing online when the Internet was still relatively new. But in today?s world of smartphones and social media, the agency felt it was necessary to address new issues created by technology.

Tweet Disclosures

The report extensively covers the concept of ?clear and conspicuous? disclosure as it pertains to online advertising. In short, all ads must be truthful, easily substantiated and fair. Despite having a maximum of only 140 characters in length, Twitter messages that are meant to entice someone to buy something must comply with advertising regulations. The FTC said marketers are required to place the disclosure as close as possible to the advertising verbiage.

For instance, if Brian Ferdinand?of Liquid Holdings makes any sort of reference to his company in a tweet about investing, he must disclose the tweet as an advertisement. The FTC said the word ?Ad? or ?Sponsored? at the beginning of the tweet is acceptable and required for this purpose. Obviously ?ad? would be better for Twitter, as to not eat into the limited character count.

Facebook Advertising

Facebook, Inc. brought in $4.28 billion in advertising revenue for 2012, according to the Wall Street Journal. Though Facebook ads are somewhat more self evident as to their intended purpose than Twitter ads, they must also be in compliance with FTC regulations. There are those ads in news feeds that look like a post from a Facebook user, but are actually company-produced spots. An analyst for BTIG Research, an investment research firm, told Valued Business News that Facebook not only bombards mobile users with ads, but ads that are completely irrelevant to them. Regardless, users who click on ads without the proper disclosures and buy something may be entitled to a full or partial refund, according to the FTC report.

Array of Penalties

With the Web being as vast as it is, enforcement will be difficult, but the penalties are harsh. The FTC could issue a cease-and-desist order, requiring a company to remove the ad immediately. A fine of $16,000 could also be imposed for each day the ad remains online after the order is issued, according to the Bureau of Consumer Protection. Civil penalties start in the thousands and can easily surpass millions of dollars, depending on the infraction. Some advertisers have been ordered to produce new ads that correct the false or misleading information from a previous ad. Though the FTC does not prosecute criminal charges, the Department of Justice could get involved when the infraction is overly egregious.

A Quantum Leap for Basketball 'Bracketology'

University of Maryland are filling out their brackets to predict the winners and losers in the NCAA men's basketball tournament. While most people use a strategy to guide their picks -- such as relying on advanced basketball knowledge or identifying the cutest mascot -- this Maryland method relies on quantum physics.

David Hucul, a graduate student, came up with the idea. Last year, his quantum picks performed surprisingly well against picks from other people in the laboratory.

"It almost won," Susan Clark, a post-doctoral researcher who works with Hucul. "It was kind of scary."

Both Hucul and Clark work in the lab of Chris Monroe, usually on problems related to quantum computing and building quantum networks. They use ions of the element ytterbium, a metal that's smack dab in the middle of the periodic table. Everyday research in the lab is dedicated to making connections between submicroscopic objects, across distances much longer than typical quantum interactions, such as a few yards instead of smaller than an atom.

When used to assist in picking basketball games, the team uses a phenomenon called superposition. They coax the ytterbium ion to act a bit like a coin. In the way that flipping a fair coin yields a random result of heads or tails, superposition allows the physicists to prepare the ion to have a 50-50 chance of ending up in state A or state B. It's possible that based on the way a coin is flipped that the result isn't always truly random. But by using quantum phenomena, in which the location or state of an object is based on probability, the result is truly random.

Hucul and Clark create an ion that is simultaneously in those two states. They assign one state to each basketball team, and then record the ion's verdict for each game of the tournament. The ion's picks suggested that the University of Pittsburgh, the number eight seed in the West Region, will win this year's tournament. The New York Times' Nate Silver pegged the Panthers' chances of winning the whole thing at about 0.8 percent -- making them about the 13th most likely champ, his analysis indicated.

The trouble with the ion technique, if you want to have the best chance of predicting the winner of the tournament, is that in many games the two competing teams do not really have an equal chance of winning.

However, research also shows that people -- even knowledgeable basketball fans -- are not very good at predicting the real result of the tournament. A 2010 study in the Journal of Applied Social Psychology showed that sometimes the best bet is to always pick the higher seed, because even though upsets will occur, picking the right one is difficult.

Speaking of difficult, the odds of generating a perfect bracket for all 63 contests that kick-off with Thursday's games is astronomical. If the predictions of game winners were based on coin flips, the odds of a perfectly correct bracket are one in over 9 quintillion -- that's the number 9 followed by 18 zeroes -- said Jeff Bergen, a mathematician at DePaul University in Chicago.

Bergen also projected how likely it is that someone who knows a bit about basketball would generate a perfect bracket. By estimating the probabilities that one seeds beat 16 seeds, and two seeds beat 15 seeds, and so on, he found that there's a roughly 1-in-17,000 chance of predicting a perfect first round of the tournament. With a couple of additional assumptions, he made the rough calculation that for an entire tournament, about one out of 128 billion brackets would be perfect.

US says Syrian rebels used chem weapons

WASHINGTON (AP) ? The Obama administration flatly rejected a claim by Syrian President Bashar Assad's government that the U.S.-backed Syrian rebels used chemical weapons on Tuesday, calling it a desperate attempt by a beleaguered regime to distract attention from its own ledger of atrocities in two years of civil war.

A U.S. official went further and said there was no evidence either side had used such weapons Tuesday in an attack in northern Syria, disputing a competing claim by rebels that it was regime forces who fired the chemical weapon. Spokespeople for the White House and the State Department rejected only the Assad regime's charge.

The origin of the attack is still unclear, the official added. But the official noted that the Organization for the Prohibition of Chemical Weapons also is reporting no independent information of chemical weapons use. The official wasn't authorized to speak publicly on the matter and spoke on condition of anonymity.

"We have no reason to believe that these allegations represent anything more than the regime's continued attempts to discredit the legitimate opposition and distract from its own atrocities committed against the Syrian people," State Department spokeswoman Victoria Nuland told reporters.

"We don't have any evidence to substantiate the regime's charge that the opposition even has CW (chemical weapons) capability," she added.

Syria's state-run news agency said 25 people were killed in the attack on the Khan al-Assad village in northern Aleppo province. It said 86 people were wounded, some in critical condition, and published pictures of children and others on stretchers in what appeared to be a hospital ward.

Russia, which has steadfastly supported Assad in Syria's civil war, backed Assad's assertion Tuesday.

The Russian Foreign Ministry said the rebel use of chemical weapons represented an "extremely dangerous" development in a conflict that has already killed 70,000 people. It said the rebels detonated a munition containing an unidentified chemical agent, but didn't give further details.

White House spokesman Jay Carney said the U.S. is looking carefully at all allegations, but said the Obama administration is "deeply skeptical" of any claims emanating from Assad's regime. He said President Barack Obama believes any chemical weapons use would be unacceptable.

"This is an issue that has been made very clear by the president to be of great to concern to us," Carney said, adding that if the Syrian regime does use such weapons, "there will be consequences."

Asked if Syria's chemical weapons stocks remained secure, Nuland declined to answer. She also refused to assess the opposition's counterclaims that the regime used chemical weapons, beyond saying the U.S. would investigate the allegations.

"We've been very clear about our concerns that as the Assad regime becomes increasingly beleaguered, it finds that the violence that it is using by conventional means is inadequate, including its barbaric use of scuds," she told reporters. "So we are quite concerned that they will resort to other weapons. We've made clear that this would constitute a red line for the United States."

Nuland said the U.S. was asking Russia to explain its accusation against the rebels, but dismissed the likelihood of Moscow producing any evidence.

"They appear to have taken the regime's word for it," she said.

Syria has one of the world's largest arsenals of chemical weapons and Washington has been on high alert since last year for any possible use or transfer of chemical weapons by Assad's forces. It feared that an increasingly desperate regime might turn to the stockpiles in a bid to defeat the rebellion or transfer dangerous agents to militant groups such as Lebanon's Hezbollah, which the Syrian government has long supported.

At the time, officials noted movement of some of the Syrian stockpiles but said none appeared to be deployed for imminent use. Still, Obama declared the use, deployment or transfer of the weapons to be his "red line" for possible military intervention in the Arab country.

U.S. officials say they've been closely monitoring Syria's unconventional weapons stockpiles and coordinating with allies in the region and beyond on possible contingency plans in the event the weapons are no longer secure. They've provided no indication that Syrian rebels seized some of the stockpiles or acquired such weaponry in recent months.

Shareholders signal dissatisfaction with HP's board

MOUNTAIN VIEW, California (Reuters) - Hewlett-Packard Co Chairman Ray Lane and several other directors narrowly kept their seats on the board as shareholders conveyed their displeasure over the botched $11 billion acquisition of British software firm Autonomy Plc.

Lane, a managing partner at high-powered Silicon Valley venture capital firm Kleiner Perkins, fellow venture capitalist Marc Andressen and other board members have come under fire from shareholders for one of the company's costliest acquisition mistakes in years.

Director and activist Ralph Whitworth told shareholders at the company's annual meeting on Wednesday to expect "some evolution" in the company's board, but did not elaborate.

Lane, whom influential proxy firm ISS recommended voting against, won just 58.88 percent of shareholder votes. That was well below last year's 96-percent tally.

ISS and Glass Lewis, a governance analysis firm, had recommended voting against a roster of other directors.

ISS gave the thumbs-down to McKesson Corp Chief Executive John Hammergren and former Wachovia Corp CEO G. Kennedy Thompson, while Glass Lewis recommended shareholders vote to remove four directors: Andreessen, lead independent director Rajiv Gupta, Hammergren and Thompson.

Hammergren got 53.91 percent of shareholders' votes versus 81 percent last year, while Thompson had 55.15 percent, down from 81.2 percent previously. Andreessen garnered 69.77 percent, off from 82 percent last year.

Problems with the acquisition, spearheaded by former CEO Leo Apotheker during his tumultuous 11-month reign, came to light after HP last year accused former management at the British firm, including then-CEO Mike Lynch, of accounting fraud, which Lynch again denied on Wednesday.

HP eventually swallowed a multi-billion dollar writedown on the asset's value, enraging some investors. The misstep capped a tumultuous decade for the company that encompassed the infamous "pretexting" scandal of 2006, during which it hired detectives to pose as journalists and board members to obtain their phone records.

"Today's vote was a challenge to business as usual for the HP Board following a decade of failures at HP and the board's insistence on blaming recent missteps on the previous CEO," Dieter Waizenegger, executive director of the CtW Investment Group, said in a statement. "These votes are too high to ignore."

The firm, which advises union pension funds with roughly $200 billion in assets and has opposed the re-election of Hammergren and Thompson, wants the board to replace them.

Lead independent director Gupta last week warned shareholders that disrupting the board would destabilize the company during a critical turnaround period. Gupta was re-elected with 80.25 percent of shareholder votes.

"They need to better manage the business," said Michel Cohen, a shareholder from Sunnyvale who voted against some of the board members. "They (board) were part of the old school where they made big mistakes, big acquisitions. They have not created a stable environment."

NEED SOME CHANGES

Investor unrest comes at a bad time for HP and CEO Meg Whitman, who has embarked on a multi-year turnaround to resurrect growth at a company once synonymous with Silicon Valley but has since stagnated as its core personal-computing and printing business declines.

She has asked investors for patience while the company enacts layoffs and cost cuts and expands into areas with longer-term potential, such as enterprise computing services.

"Despite what you have read in the headlines, we are on a solid financial foundation. There is still room for improvement," Whitman told shareholders on Wednesday. She won re-election to the board with more than 98 percent of the vote.

Whitworth, who runs activist hedge fund Relational Investors LLC and was named to the board of the struggling Silicon Valley computing company in 2011, defended HP's board, saying it was among the best he had seen. But he acknowledged that HP's investors have "rightfully" questioned some of the transactions the company has made.

Whitworth, whose firm owned about $800 million worth of HP shares, said shareholders can expect some changes in the HP board in the near term.

"I think you can expect some evolution of the board over the coming years, months maybe," he said at the annual meeting held at the Computer History Museum in Mountain View, a few miles from HP's headquarters.

Lynch, who has repeatedly denied HP's allegations, on Wednesday demanded the board provide more details on its accounting-related allegations, reiterating that HP mismanaged the software company after buying it.

HP said it was cooperating with the authorities and "cannot disclose any information that would interfere with any of the ongoing investigations into this matter."

"We refuse to be a scapegoat for HP's own failings," Lynch said in a letter to shareholders.

Fed likely to back low-rate policies despite gains

(AP) ? The U.S. economy is strengthening on the fuel of more job growth, rising home prices and solid retail sales. Just don't expect the Federal Reserve to let up in its drive to keep stimulating the economy with record-low interest rates.

Not yet, anyway.

That's the view of economists as Fed policymakers hold a two-day meeting that starts Tuesday. On Wednesday, the Fed will issue a policy statement and update its economic forecasts, and Chairman Ben Bernanke will hold a news conference.

All of which will likely reinforce Bernanke's stated view that the job market, in particular, has a long way to go to full health and still needs the Fed's extraordinary support.

The unemployment rate, at 7.7 percent, remains well above the 5 percent to 6 percent range associated with a healthy economy. The Fed has said it plans to keep short-term rates at record lows at least until unemployment falls to 6.5 percent, as long as the inflation outlook remains mild. And it foresees unemployment staying above 6.5 percent until at least the end of 2015.

On Wednesday, economists think Bernanke will acknowledge the economy's gains. But most foresee no pullback in the Fed's strategy of keeping short-term rates at record lows and of buying $85 billion a month in Treasurys and mortgage bonds to keep long-term loan rates down.

"They will keep the pedal to the metal at this week's meeting," says Diane Swonk, chief economist Mesirow Financial. "Even though the economy has improved, it has not improved enough to switch course. We still don't have unemployment low enough."

The economy slowed to an annual growth rate of just 0.1 percent in the October-December quarter, a near-stall that was due mainly to temporary factors that have largely faded. Economists think growth has rebounded in the January-March quarter to an annual rate around 2 percent or more. The most recent data support that view.

Americans spent more at retailers in February despite higher Social Security taxes that shrank most workers' paychecks. Manufacturing gained solidly in February. And employers have gone on a four-month hiring spree, adding an average of 205,000 jobs a month. In February, the unemployment rate, though still high, reached its lowest point in more than four years.

The brighter news has prompted speculation that the Fed might be preparing to dial back its easy-money policies. Such thinking has been fed by concerns voiced by a few Fed regional bank presidents about the low-rate policies.

These include fears that the Fed has pumped so much money into the economy that it could eventually ignite inflation, fuel speculative asset bubbles or destabilize markets once the Fed has to start raising rates or unloading its record $3 trillion investment portfolio.

Minutes of the December and January policy meetings showed that some officials suggested that the Fed might need to at least scale back its $85 billion-a-month in bond purchases. Still, the low-rate policies received solid backing in 11-1 votes. And economists see no sign that this support is eroding.

When he gave the Fed's twice-a-year economic report to Congress in February, Bernanke defended the low-interest rate programs. And while he acknowledged the fears of critics, he downplayed them. He struck the same note in a speech to a conference in San Francisco. There, Bernanke said it would be "quite costly" to the U.S. economy if the Fed pulled back too soon.

At their last meeting Jan. 28-29, Fed officials reaffirmed their decision in December to keep short-term rates at super-lows at least as long as unemployment stays above 6.5 percent. The Fed's benchmark rate for overnight bank lending has remained at a record low near zero since December 2008. The Fed also repeated its plan to keep buying bonds to lower long-term rates until the job market had improved "substantially."

One reason for the Fed's reluctance to reduce its stimulus is the history of the past three years. In each of the three, economic prospects looked promising as the year began. Yet in each case, the economy stumbled.

In 2010, U.S. growth was hurt by turmoil from Europe's debt crisis. In 2011, a spike in gas prices and supply disruptions caused by Japan's earthquake and tsunami dampened growth. And in 2012, higher gas prices cut into consumer spending.

Though the economy has brightened this year, it still faces threats, including across-the-board government spending cuts that took effect March 1 and are expected to trigger furloughs and layoffs. Those spending cuts, along with the Social Security tax increase and higher taxes on top earners, are expected to cut growth in half this year, according to the Congressional Budget Office. The CBO predicts that the drag will slow growth by 1.5 percentage points, to 1.5 percent.

"There are still question marks over the economy," says David Wyss, former chief economist at Standard & Poor's and now a professor at Brown University. "Things are looking a little better, but they are not better enough to make the Fed change anything significantly."

As for concerns that the Fed's easy-money policies will escalate inflation, Wyss suggests looking at Japan, which has pursued similar policies for 20 years without triggering runaway prices. The bigger danger in Japan remains the opposite threat of deflation ? a prolonged period of falling prices.

David Jones, chief economist at DMJ Advisors, expects the Fed's policies to remain intact this week and at its April meeting. But he says policymakers might signal at their June meeting that they're considering some changes in their bond-buying program.

"I think the June meeting will be the one that really counts," Jones says. "At that time the Fed might consider at least tapering its $85 billion in bond purchases to a smaller level."

Whenever the Fed announces that it's ending some aspect of its easy credit, Jones says he expects the news to jolt financial markets, causing rates on long-term Treasurys to rise and stock prices to drop.

"The Fed has artificially depressed long-term interest rates and artificially boosted the stock market for such a long period of time and by such a large amount, that no one can predict how much financial market instability will occur at the first hint they are pulling back on accommodation," Jones says.

Wife says Blagojevich teaching history in prison

CHICAGO (AP) ? Former Illinois Gov. Rod Blagojevich is spending his time in federal prison teaching Civil War history and learning to play the guitar, while his attorneys work on an appeal, his wife said on Friday, the one-year anniversary of the beginning of his 14-year term for corruption.

"All that we have been left with is a aching hole in our lives," Patti Blagojevich also said in a Facebook post. Glenn Selig, a longtime spokesman for Rod Blagojevich, confirmed the posting was from Patti Blagojevich.

Blagojevich reported to a Colorado federal prison on March 15, 2012. Jurors had convicted him on 18 counts, including charges that he tried to sell or trade President Barack Obama's old U.S. Senate seat.

Patti Blagojevich wrote that attorneys are "working diligently" on her husband's appeal but they wouldn't have any answers for at least six months.

She lamented the fact that her husband is missing events in his family's lives. The couple has two daughters, and she said he has missed birthdays, holidays and music recitals.

"The loss feels all consuming," she wrote. "Unfortunately, those moment have been stolen from my children and there is no getting them back."

But Patti Blagojevich also wrote that family members have visited the former governor many times and talk with him every day. She said her husband also runs "miles and miles" around a quarter-mile track.

A call seeking comment from the U.S. Bureau of Prisons was not immediately returned.
